ANAM's Electronic Padlock Guidelines

Hoping that you and your family are well, I would like to inform you that on August 28th of this year, the National Customs Agency of Mexico published on its website Bulletin number 19, according to which it informed the general public that the "Guidelines to be observed by those who have authorization to manufacture or import electronic padlocks, as well as for those who request it" have been updated, which can be consulted at the following link: https: //anam.gob.mx/candados-electronicos-anam/

In this regard, it is important to remember that the electronic padlock is a means of control and security provided for in Article 16-D of the Customs Law, which can be used in vehicles and containers transporting goods subject to customs clearance, such as internal transits.

In this order, when an internal transit is to be carried out for the import of goods, a series of requirements must be met, among them, that the transfer of the goods be carried out by a transportation company that has a registration granted by the National Customs Agency of Mexico. However, when an internal transit is carried out with an electronic lock, one of the benefits obtained is that the use of a registered transportation company for the transportation of the goods is exempted, and even the company's own means of transportation may be used.

It is important to point out that customs agents, customs agencies, importers and exporters may only acquire electronic padlocks from companies that have accredited a series of administrative, legal, technical, security and transmission requirements, as set forth in Article 16-D of the Customs Law, rule 1.7.7 of the General Foreign Trade Rules and its processing form 123/LA, as well as the Guidelines that must be observed by those requesting authorization to manufacture or import electronic padlocks.

This is great news in terms of improved logistics and transit costs.
