The New Digital Era: Single Window for Foreign Trade Procedures (ATDT)
It is hereby announced that on May 4, 2026, the “DECREE establishing the Single Window for Foreign Trade Procedures” was published in the Official Gazette of the Federation. This administrative change centralizes the processing of procedures with ANAM, SAT, and the Ministry of Economy.
Key Points of the Decree
- New Administration: The technological management of VUCEM is being transferred from the SAT to the Agency for Digital Transformation and Telecommunications (ATDT).
- Single File: Creation of a digital repository to prevent duplicate requirements and facilitate interoperability among authorities.
- Comprehensive Scope: Applies to all permits, authorizations, and certificates issued by ANAM, SAT, and the Ministry of Economy.
- Key Areas of Focus: Administrative streamlining, digitization, and full traceability.
Operational Requirements
To use the platform, users must comply with the following:
- Be registered with the Federal Taxpayers Registry (RFC).
- Have a valid e-signature (electronic signature).
Deadlines and Transition
The ATDT has fifteen business days (starting from the effective date of May 5) to formally enable the receipt of applications. The VUCEM’s current technological infrastructure will begin a gradual transition process.

Given the scale of the technological transition, logistics and legal departments are advised to:
- Verify the validity of the legal representatives' electronic signatures.
- Back up current files in VUCEM in case of potential service interruptions.
