Closure of Mexico City International Airport for cargo operations.

Hoping that you and your family are well, I would like to share with you that the Ministry of Infrastructure, Communications and Transportation announced on February 2, 2023, through the Official Gazette of the Federation, the decree that establishes the closure of the International Airport of Mexico City Benito Juarez, for the operations of the air transport service to the public, as follows

As is known since September 29, 2014, the declaration of saturation in the airfield of the AICM was published in the Official Gazette of the Federation; likewise, on March 3, 2022, the resolution declaring the saturation of its terminal buildings was published, declarations of saturation that are still in force to date.

In view of such saturation conditions in which Terminal 1 and 2 buildings and the AICM airfield are located, the AICM is closed for the operations of concessionaires and permit holders that provide domestic and international scheduled and non-scheduled air transportation services to the public, exclusively for cargo.

Concessionaires and permit holders that provide combined passenger and cargo services are exempted from the aforementioned closure, provided that the cargo is transported in the same aircraft as the passengers.

The decree grants a maximum period of 108 business days from its entry into force for concessionaires and permit holders that provide scheduled and non-scheduled domestic and international air transportation services to the public, exclusive of cargo, to relocate their operations outside the AICM.

The Ministry of Infrastructure, Communications and Transportation will take the necessary actions to review and modify, as the case may be, the concessions for domestic scheduled and non-scheduled air transportation services to the public, and the Federal Civil Aviation Agency will review and modify, as the case may be, the permits for international scheduled and non-scheduled air transportation services to the public.

With the publication of the decree, the migration of cargo operations to the Felipe Angeles International Airport is evident, which since September 2022, inaugurated its Cargo and Customs Terminal with the arrival of the first Aerounion cargo flight from Tijuana, precisely to the Nexen E-logistics Bonded Warehouse.

This decree will enter into force on the day following its publication in the Official Gazette of the Federation, in accordance with the provisions of its First Transitory Provision.
